Rich Spencer joined Celestar Corporation in September 2014 as the Senior Interagency Portfolio Manager. He earned a Masters of Arts in Russian and East European Studies from the University of Kansas and a Bachelors of Arts in International Business from James Madison University.
As the Senior Interagency Portfolio Manager, Mr. Spencer’s duties are twofold, effective and efficient management of the contracts in his portfolio and developing strategies to grow the company’s interagency footprint. He currently supports agencies across the U.S. Government such as the Department of State, Department of Defense, the Defense Threat Reduction Agency (DTRA), and Joint Improvised Explosive Device Defeat Organization (JIEDDO). In addition to serving as the Program Manager for several contracts, he manages a professional team of on-site program managers to ensure Celestar Corporation continues to provide quality services to meet our government clients’ operational requirements.
Mr. Spencer’s retired from the U.S. Army in 2014 as a Lieutenant Colonel after 31 years of enlisted and commissioned service in a variety of roles of increasing responsibility. Over the course of his military career, he served as an Infantryman, Military Intelligence Specialist, Army Aviator (UH-60), and a Eurasian Foreign Area Officer. His assignments included the Defense Threat Reduction Agency, U.S. Army Human Resources Command, U.S. Army – Europe, 3rd Infantry Division, 4th Infantry Division, and the 1st Military Intelligence Battalion as well as deployments to Bosnia, Kosovo, and Iraq in support of contingency operations.
As Celestar Corporation’s senior representative in the Washington D.C. region he manages the company’s Reston Office.
